Positive housing market growth for 2026

This HIA article describes the positive housing market growth for 2026 in apartments as well as stand alone dwellings - which is great news!

But what about some more information from the Building and Plumbing Commission about how strata scheme disputes will be handled under the new regime in Victoria?

This is a very big issue for consumer confidence and whilst a new legislative system is established including BPC being granted powers to issue rectification orders and the introduction of developer bonds - however the new regulator and new system fails to address how proportionate liability will be addressed…and how will major owners corporation disputes be managed?

We are only months away from some major change with little practical information.

Plus some issues like the Licensed Plumbers General Insurance Order 2002 are still entirely unaddressed.

When I read:

“HIA’s outlook shows detached home building strengthening across most states in 2026, led by Queensland, South Australia and Western Australia, with New South Wales and Victoria beginning to recover after lagging earlier in the cycle.

The multi-unit sector is also expected to turn a corner from 2026, as higher established unit prices improve project feasibility and a large pipeline of approved but not commenced projects begins to move.”

I think this is great news, new legislation has been released. But the consumers and building sector need greater clarity on what is ahead…the legislation is only part of the story.

BPC let’s have more fact sheets, practice notes and practical information on how OC disputes will be handled. How RO’s will be issued, when they won’t, what is happening with plumbing insurance issues and how will this fit with the new legislation AND what about proportionate liability…?
